Houses Bolton and Frey defect to The Westerlands. Once you receive the book from one of the arch maesters, talk to the acolyte who will tell you to meet a maester at the tavern. I forgot who it was so talk to EVERYONE in the Citadel Archives. He will tell you to talk to some maester at the citadel.
